Aims of the course

• develop the understanding of the role of health care in national economies
• develop the understanding of the role of health economics and the economic rationale behind key elements of health care systems
• develop the understanding of challenges facing health care systems
• develop the ability to collect and interpret data from national and international literature and other sources of information to compare health care systems
• develop the ability to communicate findings and views (orally and in written form)
• develop ability to work in (cross-cultural) teams

1. Introduction: health economics and economic burden of disease
2. Outline of the health care system in Slovenia and selected foreign countries with the focus on the analysis of health care expenditures and their structure according to the System of health accounts
3. Specific features of health care services
4. Specific issues in health care demand
• Market demand
• Voluntary health insurance
• Publicly funded health benefit basket
• Financial and non-financial demand-side incentives
5. Specific issues in health care supply
• Non-profit organisations
• Financial and non-financial supply-side incentives
6. Elements of health care systems and the typology of health care systems
7. Introduction to economic evaluations of health care programmes
