Abstract

THE OBJECTIVE OF THE PROJECT is TO DEFINE THE MODEL OF INDICATORS AND METHODOLOGY FOR EVALUATION AND MONITORING OF THE IMPLEMENTATION OF AI IN THE PRIVATE AND PUBLIC SECTOR IN SLOVENIA, WITH A REVIEW OF THE SITUATION IN SLOVENIA (BY OVERVIEW OF PUBLIC AND PRIVATE SECTOR STAKEHOLDERS) AND ANALYSIS OF FACTORS AFFECTING THE SPEED OF IMPLEMENTATION OF AI.

 

This includes the following sub-objectives:

(1) Prepare a comprehensive methodology for monitoring the potential for the introduction of AI in Slovenian companies, the actual introduction and simultaneous investment in complementary resources (intangible, including human capital, and tangible), which includes the following sub-objectives:

a. Identification of key technologies in the context of AI and complementarity / substitution of AI with other technologies.

b. Definition of the model of indicators and methodology for assessing the introduction of AI in Slovenia (in the private and public sector).

c. Preparation of a model of indicators on the introduction of AI (and other technologies) using existing databases in order to establish a systematic model of monitoring at different levels.

d. Development of new indicators based on innovative use of existing databases or other available data using advanced big data analysis methods.

e. Development of a measuring instrument that enables a systematic and continuous comparison of the situation in Slovenia with the situation in the EU, both in the field of new technologies and in the field of complementary investments.

 

(2) Definition / construction of the instrument or model of indicators and methodology for evaluation introduction of AI in Slovenia (in the private and public sector).

a. Defining the theoretical framework for monitoring AI using existing models (especially OECD, Eurostat, SURS (Use of ICT)) and upgrading according to the dynamics of AI and the characteristics of the Slovenian economy

b. Identification of necessary additional indicators for systematic monitoring of the potential for the introduction and exploitation of AI (linking also to data from Spintan, Intaninvets, Coinvest, Globalinto, EU Klems, ...)

c. Identification, selection and capture of relevant data

d. Model testing and

e. Setting up a model that will enable constant monitoring of the situation in Slovenia

 

(3) On the basis of the prepared model, the following will also be prepared:

a. review and assessment of the state of AI implementation in Slovenia in accordance with the prepared methodology in the private and public sector, review by industry and at the aggregate level, comparison with the EU, differences by sectors, by companies

b. Review of the situation in the field of investments in complementary resources in Slovenia and in the EU with the help of data in point 2

c. analysis of factors that accelerate and hinder the introduction in different segments of companies (size, industry, public, private sector, ...)

d. In-depth analysis of the situation in Slovenia

- Analysis of the dynamics of investments in AI and other technologies in Slovenia in the last 10 years

- Analysis of the dynamics of investments in complementary resources

- The impact of the introduction of new technologies on business performance

e. Analysis of factors influencing the ability and interest to accelerate the implementation of AI, including internal factors in organizations, market factors and other factors (e.g., compliance with legislation, compliance with ethics).

 

(4) Preparation of recommendations.

a. Preparation of data-based recommendations for the formulation of economic policy measures that will touch on different areas and will take into account the complexity of the issue and the connection between areas (development policies, education policies, labor market, social systems) and

b. Preparation of recommendations for companies with recommendations for the state on how to encourage companies to take a proactive approach and introduce new technologies.

The phases of the project and their realization

The phases of the project follow the objectives of the project. The 24-month period has been divided into quarters. The activities will be divided into 5 main parts: management, 

1. Preparation of baselines

2. Definition of measurement objectives

3. Building the measurement model by preparing the theoretical background, 

4. data acquisition and analysis,

5. development of recommendations and 

6. dissemination
