If you are a citizen of a non-EU country studying full-time in Slovenia, you need to obtain a temporary residence permit for the purpose of study. More information is available on the following links:

Food discounts are provided through the “student bons” scheme (študentski boni). Student bons can be used two times a day with a break between calls of at least four hours. Usually, there are 20 student bons per month for use. Besides student bons, there are more student discounts available across the whole of Europe.

Using a Slovenian student card, students can travel for half of the original price or even lower, visit most of the museums at a substantial discount, and enjoy the transport benefits. Moreover, Slovenia is located in the heart of Europe, thus you can easily go on holiday to Italy, Austria, Germany, or Croatia. Many students prefer to form groups and travel by car: to Croatia (half an hour from Ljubljana) - to the seaside, to Venice (2.5 hours) - just to have a walk, to Vienna (4 hours) - to feel the spirit of a megalopolis, to Budapest for a weekend (4 hours) - to wander through the old town. Travelling by European buses or trains is also much cheaper for those with student status. A domestic unlimited transport pass for students in Ljubljana - the Urbana card - will cost only €20 per month.

Yes, there are a large number of part-time student jobs in Slovenia, allowing students to earn extra cash for personal use. The official agency that connects employers with students looking for a job is called Student Service (Študentski-servis). Employers post student jobs and internships on the Student Service website, and students looking for work in Slovenia can search and apply for the vacancies. Unlike other European countries, Slovenian students can officially work without losing their student status and all relevant privileges. This became possible thanks to the aforementioned Student Service. However, use of the service can vary depending on university or faculty, because many educational institutions have Career Centres, and thus it is more logical to apply there. If a candidate already has a certain experience and qualification, it is worth looking at job vacancies published on the available websites, and then negotiate with an employer about work in Slovenia through the Student Service.

The capital of Slovenia, Ljubljana, is a relatively large central European city situated between the Alps and the Adriatic Sea with approximately 300,000 inhabitants. It is the political and cultural heart of the Slovenian nation and most charming in summer. Aplication dates

In this case, the candidate is equated with the citizens of the Republic of Slovenia, which means that the candidate shall apply within the periods and for the enrolment places issued for Slovenian citizens.

Citizens of non-European Union countries can apply for the following enrolment places:

• The first application period: from February 18, 2025, to March 18, 2025.
• The second application period*: from September 3 and September 4, 2025 (in case of available places).

*Please note that at UL SEB we do not have any empty slots for the 2nd application period.

• Citizens of non-EU Member States with permanent residence in Slovenia who are, at the start of the selection procedure, residents of the Republic of Slovenia for tax purposes, or whose parents/guardians are residents of the Republic of Slovenia for tax purposes

• citizens of non-EU Member States who have completed their secondary education in the Republic of Slovenia and passed the Matura examination (this does not apply to persons who have completed international secondary school education in the Republic of Slovenia and who are required to follow the procedure for the recognition of foreign secondary education)

• persons granted international/temporary protection status and candidates for international/temporary protection who have been granted this status by the start of the selection procedure

• citizens of Norway, Iceland, Liechtenstein, and Switzerland, apply to the available enrolment slots for Candidates of EU Member States

Candidates who are both Slovenians without Slovenian citizenship and nationals of an EU country/nationals of non-EU country) can submit only one application within the same application period, either as Slovenians without Slovenian citizenship or as nationals of an EU country/ nationals of non-EU country.

An candidate who is a Slovenian without Slovenian citizenship answers “YES” to the statement “I am a Slovenian without Slovenian citizenship” in the first step of completing the application form (“Selecting the call for enrolment and the type of application”). In the next step, they must indicate which of the following two categories they fall into:

• Slovenians abroad (Slovenians living abroad who are members of the Indigenous Slovenian national community in all four neighbouring countries — Italy, Austria, Croatia, and Hungary);

• Slovenians around the world and descendants of persons of Slovenian nationality in a direct line up to and including the third degree (emigrants and expatriates living in neighbouring countries outside the area defined as the Slovenian border area and in other European and non-European countries).

By signing the application form, the candidate guarantees the truthfulness of the information provided in the application form, thereby confirming that they are a Slovenian without Slovenian citizenship, which means that they fall into one of the two categories listed above. The Higher Education Application and Information Service will ask candidates who have applied for places available for Slovenians without Slovenian citizenship to provide written proof of their Slovenian origin or descent (an extract from their birth register or other appropriate proof).

In this case, the candidate is equated with the citizens of the Republic of Slovenia, which means that the candidate shall apply within the periods and for the enrolment places issued for Slovenian citizens.

University degree programme in Business and Economics - if you wish to study in the university programme and in English language.

Professional Degree programme in Business Administration - if you wish to study in the professional study programme (this programme is only offered in the Slovene language).

University Degree Programme in Business and Economics

All candidates to the University Degree Programme must meet the following admission requirements:

1. High school graduate; in cases where available spots are limited:

• Results of final exams (high school) will count towards your ranking (60%)
• GPA during your 3rd and 4th years (high school) will count towards your ranking (40%)

2. Trade school graduate with successful final exam completion; in cases where available spots are limited:

• Results of trade school final exams will count towards your ranking (20%)

• GPA during your 3rd and 4th years (trade school) will count towards your ranking (40%)

• Results of high school courses will count towards your ranking (40%)

3. For students who graduated from a four-year high school or trade school before 1 June 1995; in cases where available spots are limited:

• Results of final exams (high school or trade school) will count towards your ranking (60%)

• GPA during your 3rd and 4th years (high school or trade school) will count towards your ranking (40%)

Professional Degree Programme in Business Administration

The Professional Degree Programme is open to anyone who has graduated from a four-year high school or trade school; in cases where available spots are limited:

• Results of final exams (high school or trade school) will count towards your ranking (60%)

• GPA during your 3rd and 4th years (high school or trade school) will count towards your ranking (40%)

Candidates for enrolment who have not finished secondary school at the time of application should send only the e-application for enrolment by the deadline.

Candidates who have finished secondary school abroad must send:

1. An electronic copy or photograph of the document(s) certifying the completion of education abroad for which the candidate wishes to be considered in the application and admission procedure, without legal certification. The authenticity of the copy of the educational certificate will be verified by the higher education institution with the issuer of the original document. If the higher education institution is unable to confirm the authenticity of the educational certificate, candidates will be asked to send the original document(s) showing that they have completed their education abroad, which must be legally certified in accordance with the rules and regulations of the country of origin.

• Requirements for legal certification by country of origin of the educational certificate(s):

• Legal certification is not required: Austria, Bulgaria, Bosnia and Herzegovina, Croatia, Czech Republic, France, Greece, Hungary, Romania, North Macedonia, and Serbia.

• Apostille stamp: countries signatory to the Hague Convention, authorities responsible for legal certification.

• Legal certification under the Act on the Verification of Documents in International Traffic: all other countries. Under the Act, the educational certificate is verified in accordance with the rules of the foreign country, including the Ministry of Foreign Affairs. The stamp and signature of the authorised person of the Ministry of Foreign Affairs of the foreign country must then be verified by the diplomatic or consular mission of the Republic of Slovenia in the foreign country, which is accredited for that country or by the Ministry of Foreign Affairs of the Republic of Slovenia.

2. An electronic copy or photograph of a court-certified translation into Slovenian or English of the educational certificate referred to in point 1. If the candidate is required to provide a translation of the educational certificate, they will be asked to do so at a later date via the eVŠ portal.

3. An electronic copy or photograph of the supporting document(s) proving the content and duration of education and the obligations fulfilled during the course of the education. If the candidate is required to provide a translation of the supporting document(s), they will be asked to do so at a later date via the eVŠ portal.

4. An electronic copy or photograph of a brief chronological record of the education relevant to the application procedure for enrolment and recognition of foreign education. This should include a few sentences on the candidate’s previous education, indicating the years of their education.

Candidates should send the school certificates of the completed secondary school as soon as possible, as the procedure for the recognition of foreign education can take up to two months from the date the complete application was submitted.

Foreign citizens from non-EU countries with secondary school abroad must submit all supporting documents indicating the fulfilment of enrolment by 1 August 2025, at the latest. Candidates whose final certificate will be issued after 1 August 2025, and whose decision on the recognition of the education will be issued by August 22, 2025, will also be included in the selection procedure.

Candidates who have already completed secondary education at the time of application and who already have final certificate(s) must submit it via the eVŠ portal by the end of the application period, by 18 March 2025.

Citizens of the Republic of Slovenia, citizens of EU Member States and Slovenians without Slovenian citizenship who completed their secondary education abroad:

• First deadline: candidates who finish secondary school abroad must submit all the necessary documents by 1 August 2025, at the latest. Candidates should send the required documents as soon as possible because the procedure of the recognition of foreign education can last up to two months from the day of submitting a complete application.

• Second deadline: candidates must submit all the supporting documents during the Second Application Period (by 27 August 2025, at the latest) by registered post to the respectful Higher Education Application and Information Service.

• Deadline for filling still available enrolment slots: candidates must submit all the supporting documents with a printed and signed application during the Third Application Period (from 24 September 2025, to 10 AM CET on 25 September 2025) by registered post to the faculty.

For the University degree programmed in Business and Economics — UPEŠ (English track)

All candidates enrolling in a study programme conducted in English language must prove English language proficiency at B2 level according to the Common European Framework of Reference for Languages (CEFR) with an appropriate certificate.

Relevant proof of compliance with this enrolment condition is:

• a certificate of completion of the English language exam at B2 level or an equivalent certificate (e.g. TOEFL iBT score of 72–93),

• a Matura certificate which shows that English is the foreign language at Matura level (general or vocational),

• a certificate of completion of secondary education in English language.

For the Professional Degree Programme in Business Administration (VPŠ)

All candidates must demonstrate knowledge of the Slovenian language at B2 level according to the Common European Framework of Reference for Languages (CEFR) and provide appropriate certificate. Relevant proof of compliance with this enrolment condition shall be:

• a certificate of completion of Slovene language exam at B2 level or equivalent certificate,

• a certificate of primary school completion in the Republic of Slovenia or completion of school abroad where the language of instruction is Slovenian,

• a Matura certificate or a certificate of completion of the final year of a high school vocational programme in which one completed subject was Slovenian,

• a certificate of completed bilingual (Slovenian and foreign language) high school education or completed foreign high school where the language of instruction is Slovenian,

• a diploma of acquired education in a study programme from a higher education institution in the Republic of Slovenia and a certificate (statement) that the candidate completed the programme in the Slovenian language.

Candidates who undertake (or have undertaken) a general Matura or the vocational Matura in the Republic of Slovenia need not send proof of knowledge in the Slovenian language, as the required information is submitted to the higher education and information service by the National Examination Centre.

The Higher Education Application-Information Service will publish a written decision on the result of the selection procedure to all applying candidates on eVŠ portal.

Slovenian citizens, citizens of EU Member States will receive this decision by 25 July 2025 (depends on date of sent documents; possibility of appeal within 15 days) in the first application period, Slovenians without Slovenian citizenship by 6 August 2025, and by 19 September 2025, in the second application period.

The Higher Education Application-Information Service will publish a written decision on the result of the selection procedure to the citizens of non-EU Member States on eVŠ portal no later than 29 August 2025.

Publication of available enrolment slots for the second application period for Slovenian and EU citizens on 19 August 2025, on the eVŠ portal.

The enrolment of accepted Slovenian citizens, citizens of EU Member States and Slovenians without Slovenian citizenship in the first enrolment period will take place from 25 July 2025, to 14 August 2025, and the second enrolment period from 4 September 2025, to 30 September 2025.

The enrolment of accepted foreign citizens of non-EU Member States - by 30 September 2025.

Students can electronically download the certificate of enrolment at the faculty or academy after their enrolment.

Tuition fee is paid by:

a) Slovenian citizens and citizens of EU Member States or countries with which Slovenia has a bilateral agreement (reciprocity principle) pay tuition fees for full-time studies:

• if they have already obtained at least the equivalent level of education,
• if, when they change their programme of study, they enrol in the same or a lower year of study and have previously benefited from the right to repeat a year or to change their programme of study at the same level of study,
• if they re-enrol in the same programme or course of study from which they have previously withdrawn.

b) Foreign citizens pay tuition fees for full-time studies:

• if they come from non-EU countries or countries with which Slovenia has not signed a bilateral agreement (reciprocity principle),
• if they have not completed secondary education in Slovenia and passed the General Matura exam (GM) in accordance with the Law on higher education (ZViS),
• if they do not have permanent residence in the Republic of Slovenia and are not themselves or at least one of their parents or guardians resident in the Republic of Slovenia for tax purposes by the time the selection procedure starts.

Fees and price list

Full-time study programmes are held at the UL SEB in accordance with the academic calendar. The academic year begins on 1 October and ends on 30 September.

The year is divided into two semesters: winter semester (October to January) and the summer semester (February to June).

Lectures are from 1 October through the middle of January. The four-week period following the end of lectures in the winter semester is the winter exam period.

Summer semester courses begin in the middle of February and end in early June. The summer exam period follows the end of courses in the summer semester.

Students may also sit for exams during the autumn exam period, which is from the end of August through the middle of September.

Scholarships from UL SEB are not available. However, you are welcome to check other possibilities for scholarships. We recommend you to check if your government is offering any scholarships to study abroad.

Every year, The Public Scholarship, Development, Disability and Maintenance Fund of the Republic of Slovenia publishes the number of available scholarships for international students. The Fund publishes the calls on its website.

Candidates who want to transfer to the UL School of Economics and Business can do so by applying through eVŠ portal (https://portal.evs.gov.si/prijava/) between 1 – 15 September 2025, where they have to fill out the online form and submit the following documents:

• Signed and sealed scan/photo of candidate’s Transcript of Records from attended Bachelor's degree programme.
• Signed and sealed scan/photo of the Syllabus of the completed courses.
• Scan/photo of the English or Slovenian official translation of the above documents (not required if the documents are already issued in English).
• Scan/photo of candidate’s high school certificate.
• A short chronological description of candidate’s entire education (signed by candidate ).
• Copy of candidate’s passport (EU candidates can send personal identity card instead).

Based on the submitted documents, the Committee for Student Affairs will determine if the transfer will be possible (the condition is recognition of at least 48 ECTS credits and maximum of 90 ECTS credits). To be able to receive the degree from UL SEB, candidate will need to pass at least 15 courses at UL SEB, so the enrolment is only possible to 2nd year of study.

When deciding on recognition, the compatibility between the study content of the study programme, where the student passed the exam, with the study programme of the UL SEB is considered and also the level of complexity of the study programme at which the student had previously studied. The exam can be recognized in full if at least 75% of the content, complexity and the number of hours or number of credit points at another institution of the subject passed corresponds to the subject at the SEB LU. For the transfer to be possible, at least 8 courses must be so similar in content that we can recognize them. The final decision about the transfer will be given by the Committee for Student Affairs.
